BIO
- Julie was born and raised in the Napa Valley and began her career in local government 16 years ago. She has been with the Town of Yountville since September 2005. Julie has enjoyed seeing just how far Yountville has come; from a little farm town to becoming the food and wine mecca within the Napa Valley. Julie is a graduate from Sonoma State University and a member of MMANC (Municipal Management Association of Northern California). In her spare time, she enjoys spending time cycling and spending time with her husband and family.

SUMMARY OF RESPONSIBILITIES:

The Town of Yountville Human Resources Department strives to create an environment which promotes positive employee relations, encourages equal opportunity and provides quality customer service.

The responsibilities of the Human Resources Department include:

•   Employee Relations Management
•   Employee Benefits
    o Administer health and dental insurance programs
    o Maintain plan documents
    o Manage Section 125 plan
    o Administer life insurance, retirement, deferred compensation, and long-term
       disability plans
    o Manage workers' compensation claims
    o Oversee Employee Assistance Programs (EAP)
    o Investigate and recommend changes and improvements
•   Position Administration
    o Maintain current job descriptions
    o Manage employee evaluation process
    o Encourage departmental succession planning
•   Employee Selection and Recruitment
    o Advertise for vacant positions when needed
    o Coordinate recruitment and selection efforts
    o Administer background checks
    o Orient new employees to town employment to include policy, benefits and
       new hire processes
•   Personnel Records
    o Maintain personnel and medical files for all employees
    o Comply with Federal and State privacy laws
•   Equal Opportunity
    o Ensure compliance with Federal and State equal opportunity laws
    o Monitor compliance with ADA guidelines
•   Risk Management
    o Coordinate town-wide safety programs and annual training
•   Salary Administration
    o Ensure that approved pay schedules are managed appropriately
    o Manage Merit Pay and Longevity Pay programs
