BIO - Joe has been the Public Works Director with the Town of Yountville since October 29, 2014. He has extensive experience in both public and private civil work. He previously worked for the City of Concord where he was the Infrastructure Maintenance Manager. Prior to his position with the City of Concord Joe served in the Public Works Departments at Yolo County (2007-2012) as the Superintendent of Public Works, and the City of Napa (2003-2007) as a Streets Field Supervisor. Before working in the public sector, Joe was employed by Underground Construction Company, Inc. a heavy engineering company. There he was Superintendent managing both public and private heavy civil engineering projects. Joe holds a B.S. degree in Business Management from the University of Phoenix. He also holds a M.B.A. degree from Sacramento State University. Joe has lived in Yountville with his wife Kathy since 1991. In his spare time he enjoys running, and riding bikes in and around Napa Valley, and triathlons and other endurance events. He completed an Ironman distance event in 2009. Joe is also the proud grandfather to 9 year old Isadora, and 3 year old Ivan and loves spending time with them and their mom Sisi at their home in the Sacramento area.
Debby Hight, PE - Deputy Public Works Director
BIO - Debby Hight joined the Yountville team in August 2014. Prior to that she served as the St. Helena Assistant Public Works Director for 4 years with 10 months as its Acting Public Works Director. She came to Yountville with 25 years of private development civil engineering design experience, 10 years of which were running the Napa branch office of a medium sized civil engineering firm. Debby graduated from UCLA and began her engineering career in the Southern California aerospace industry working for Hughes Aircraft on the design of aircraft and space-based radar systems. Along the way she spent a few years as a flight test engineer on the B2 Stealth Bomber’s radar system at Edwards AFB in the desert of California. In 1989 she had a change of direction and joined the civil engineering firm, Triad/Holmes Associates in Mammoth Lakes CA to begin her civil engineering career. Obtaining her civil engineering license she gained experience designing residential and commercial development projects. She also spent 4 years performing structural engineering of residential and light commercial buildings in snow country. Triad moved Debby to the Napa Valley in 2000 to open and run the Napa branch office for the next 10 years. Debby enjoys traveling with her daughter, skiing, golfing, hiking, camping and most outdoor activities.
Don Moore - Utility Operations Manager
BIO - Don has worked for the Town of Yountville since 2003. He was hired as the Wastewater System Supervisor and is currently the Utility Operations Manager. In this capacity, Don oversees the regulatory requirements of and operation/maintenance of the Wastewater Treatment Plan, Recycled Water Distribution System, Sewer Collection System, Potable/Drinking Water Distribution System and the Emergency Well. When away from work, Don enjoys spending time with his wife and two children, camping and taking part in various outdoor activities. Don is also a member of the Kiwanis Club of Yountville and with the assistance of several family members, helps to put on one of the best crab feeds in the Napa Valley.
BIO - Larry began work with the Town Of Yountville in 2015. After six years in the US Navy, Larry worked for ten years in private construction and eleven years with the City of Napa. In his free time, Larry enjoys hunting, fishing, and spending time with his family.
Nathan Steele - Senior Management Analyst
BIO - Nathan joined the Yountville team in 2014. He earned his B.A. in English and Master of Public Administration (MPA) at Brigham Young University in Provo, Utah. After graduation, Nathan was awarded the Local Government Management Fellowship from the International City/County Management Association. He enjoys working and playing in Yountville, and is often seen visiting the parks with his wife and two sons.
