GFOA Distinguished Budget AwardThe Town of Yountville has received the GFOA Distinguished Budget Award for the 14th consecutive year. It reflects the commitment of the Town Council and staff to meet the highest principles of governmental budgeting. In order to receive the budget award, the Town had to satisfy nationally recognized guidelines for effective budget presentation. Let's give the team a huge round of applause for the diligent and consistent hard work!!!

Town Council Study SessionMARK YOUR CALENDAR! You are invited to join Town Council for Study Session on October 3rd at 1 PM, where we will delve into discussions surrounding climate, health, and safety initiatives in our community. Your input and insights are invaluable as we work together to shape the future of our town. This study session will serve as an opportunity for Town Council and community members to brainstorm ideas, share concerns, and chart a course towards a more sustainable and secure future. September 19 Council Meeting OutcomesTown Council was back on the dais for the first regular meeting since the beginning of August. Important business items included two public hearings. The first hearing introduced an ordinance to prohibit gas or fueling stations and the second ordinance introduction covered moratoriums on new, renewed, or revised permits, licenses, entitlement, or other approvals pending resolution of code enforcement matters. Both ordinances will be brought back to the October 3 Town Council regular meeting for potential adoption. The full staff reports and ordinances can be viewed in the Agenda Packet. Town Council authorized the purchase of a 2023 Ford F-150 Lightening electric vehicle (EV). This will be the third EV added to the Town fleet. Also on the Consent Calendar, Council approved an application from the family of Sue Cole to plant a memorial tree with plaque in Yountville Community Park in her memory. Sue lived in Yountville for 70 years. She was raised right here in Town at what was once “Willson’s Egg Ranch” on Yountville Crossroad. She then moved to Ivy Court where she lived until her passing. Sue worked for the Town of Yountville as an Administrative Assistant for over 30 years before she retired in 2008. Her legacy will continue to live on in the community and through this touching memorial tree and plaque.

Parks and RecreationFall session of programs, classes, and events have begun and the Community Center is bustling with activity – just how we like it! On any given weekday, an average of 225 community members come through our doors for classes and programs. The Golden Ticket fall session is also off to a strong start with 177 members. The parks continue to be very busy with reservations and events and the Community Center rentals continue to be at an all-time high! Glow Pickleball started with a full house on 9/15 and there are still spaces available for October 20, November 17, and December 15. Register for Glow Pickleball The last Movie in the Park is on September 29. Join us to watch Grease and grab a bite from Tacos El Muchacho Alegre food truck. Music in the Park is wrapping up with the last concert on September 24 from 5 to 7 PM. The evening's lineup with feature Jesse Brewster and TJ Dim Sum food truck at Veterans Memorial Park We encourage you to join the Parks and Recreation mailing list to stay up to date!

Yountville DaysYountville Days is quickly approaching on October 7 with our “Celebrating Our Roots” Parade Theme. The parade begins at 11 AM starting at Veterans Memorial Park and ending at Yountville Park where the festival will take place from 11:30 AM to 2 PM. We will have live music from the LUCKY DEVIL’s BAND, fun family activities, arts and craft booths, food and wine! Bring your blankets and lawn chairs and set up in the park for a glorious afternoon celebrating OUR ROOTS. Volunteer Street Monitors for the parade are needed. Yountville ArtsYountville Art Commissioners are busy bees with new programs, activities, and sculptures being added to the Art Walk! The new exhibit “Napa Valley Seasons & Places” featuring Artist Paul Youngman opens with a reception on Thursday, October 12 from 5:30 – 7 PM. The exhibit will be displayed through December 1st. Mark your calendars and visit www.yountvillearts.com to learn more. Yountville Arts encourages all residents and businesses to participate in the scarecrow making contests. If you'd like to participate, you are required to email yountvillearts@yville.com by October 2. Scarecrows will be set up and displayed at the Yountville Community Center Plaza from October 16 – November 5.

Planning & Building ActivityLand Use Applications/Projects and or Related Information Town staff received another Land Use Application this week for a residential remodel and construction of a new ADU at 6867 Jefferson Street. Staff has also administratively approved a Land Use Application for a minor modification to a residential home at 1885 Carignan Way. A Notice of Pending Action will be sent out today, Friday, September 22. Staff continues to work with project applicants regarding current Land Use applications for the following: Yountville Crossroads (Oak & Vine Subdivision), 6630 Jefferson Street, the Humboldt Mixed-Use project on the vacant lot at the corner of Humboldt and Jefferson, the French Laundry, R+D Master Development Plan Amendment and New Use Permit, and two residential remodel projects. Zoning & Design Review BoardStaff are beginning to prepare agenda materials for the October 10, 2023, ZDRB meeting. Agenda items include a Use Permit and Master Development Plan Amendment for the “To Go” use for R & D Restaurant. The second of several informational training sessions for the ZDRB – “Fresh Start” Zoning & Design Review Board Rules and Governance will also be on the agenda. Staff anticipates the training and discussion to include information on findings, conditions of approval and proper ways to make motions.

Public Works Seasonal PreparationPublic Work’s seasonal preparation continues in advance of the pending El Nino. Via Town agreement, the County will be clearing Beard Ditch, located east of Town. Public Works is also contracting with a private contractor to clear the triple-barrel 36-inch diameter culverts that run from the Finnell Weir to Beard Ditch, ensuring proper volume bypass from Hopper Creek upstream from Oak Circle. Additionally, at the urging of Public Works, the local business on the south end of Hopper Creek has also contracted with the County to clear their portion of Hopper Creek while their landscape contractor is maintaining the top of both sides of the creek bank.

Measure T Paving ProjectThe Measure T Pavement Project on Heritage Way has been successfully completed. Road maintenance in Yountville enhances safety, accessibility, and the overall quality of transportation in our community. Background on Measure T: Measure T is a 1/2-cent sales tax that was introduced to address infrastructure needs, particularly in the area of road maintenance and improvement. Funds generated under Measure T are for the reconstruction and rehabilitation of local streets and roads and related transportation improvements such as sidewalks, ADA ramps, curbs, and gutters.

Napa County ElectionsPlease help ensure Yountville will have a Vote Center in the upcoming elections by applying to help today! The Napa County Election Division is looking for Vote Center Leads and Vote Center Clerks to work 3 weeks in February-March and 3 weeks October-November.
