Solid Waste Service Requirements in Yountville
Why do I need garbage service?
The Yountville Municipal Code (Title 13) requires that all properties with an active water account also have solid waste collection service. This is because any home that uses water will likely generate trash, recyclables, and compost materials. Proper waste service ensures safe and environmentally responsible disposal.
Can I self-haul my trash if this isn’t my primary residence?
If your Yountville home is not your main residence, you may request an exemption to self-haul your waste. However, to qualify, you must:
Haul your waste every week
Provide receipts from a landfill proving weekly trips, either:
Quarterly, or
Within two weeks of receiving an exemption
Simply having garbage service at your primary residence is not enough to meet the self-haul requirement.
I don’t make much trash. What are the minimum required services?
Even if your household produces very little waste, state law (SB 1383) requires participation in composting and recycling programs. If you don’t need all three carts (trash, recycling, compost), you may request an exemption for the blue (recycling) and/or green (compost) carts if you:
Share service with a neighbor, or
Live in a multi-family or HOA property with shared containers
Submit your exemption using the [Solid Waste Exemption Request Form] or complete the application online via OpenGov.
My landscaper takes care of all green waste. Do I still need a compost cart?
Yes. Even if you don’t create yard waste or have it removed by a service, you’re still required to have a green compost cart under SB 1383. The compost program includes food scraps and food-soiled paper, not just green waste.

Are there any exceptions to required service?
Exemptions may be granted only for the following situations:
A second unit (like a granny unit) shares service with the main house.
Two homes on the same parcel share service and are under the same ownership.
Multiple units with a shared driveway share garbage service (with documentation).
The property has no residential use, only landscaping or irrigation.
You live in an HOA or apartment with centralized/shared garbage service.
You self-haul to a licensed facility and provide quarterly receipts showing consistent weekly disposal.
Requests must be submitted using the [Solid Waste Exemption Request Form] or online via OpenGov.

My home is for sale. Do I still need service?
Yes. As long as the home has an active water account, you must maintain garbage and recycling service—even if the home is for sale.
