What is a Strategic Plan?
At its most basic level, a strategic plan exists to answer three questions:
What do we know to be true today?
Where do we want to be in the future?
How can we get there?
The Town Council have identified the development of a strategic plan for the Town of Yountville as a key priority and will outline a systematic process for moving toward a vision in a manner that involves the development and prioritization of strategic goals along with measurable strategies and objectives.
The Town of Yountville's Strategic Planning Framework provides a vision for the Town's development, outlining key objectives and initiatives designed to enhance the community's vitality, sustainability, and overall well-being. With a focus on strategic priorities, this plan serves as a guiding beacon for informed decision-making, steering the Town Council in shaping the future of Yountville over the designated period.
Why is a Strategic Plan Necessary?
The Town regularly uses planning tools like the General Plan to guide the Town's growth in housing, transportation and land use. A Strategic Plan, when combined with the annual budget along with other planning documents and community feedback, sets a clear path for moving a community forward. If the Strategic Plan is used accordingly, the plan will drive the budget discussions each year and ensure that projects, programs and services are aligned with the Strategic Plan's set goals and outcomes.
Strategic Planning Process
On April 29, 2025, the Yountville Town Council gathered for its annual goal-setting retreat, an important step in shaping the Town’s priorities for the year ahead.
Using structured tools like a Goals Grid and an interactive dot-voting exercise, Council members worked together to evaluate which initiatives should be advanced, paused, or re-imagined. This process helps ensure that resources are focused on the projects with the greatest community impact and alignment with Yountville’s vision.
How the Dot-Voting Process Worked
Each Council member received color-coded dots to place next to the initiatives they felt most strongly about. The colors carried meaning, allowing the Council to express values alongside priorities:
Gold Dots – Highest priority
Silver Dots – Second-highest priority
Red Dots – Safety-related priorities
Blue Dots – Health and wellness initiatives
Green Dots – Sustainability goals
Top Collective Wins – 2025 Priorities
The dot-voting revealed strong alignment on several initiatives. Among the most supported:
YountFill Still/Sparkling Fountains to encourage reusable water bottles (5 votes)
Customer Service Surveys & Service Delivery Metrics to improve responsiveness (5 votes)
Year-Round Festive Lighting to enhance pedestrian safety and vibrancy (4 votes)
Legacy Trail with Historic Narrative connecting buildings, people, and places (4 votes)
Temporary Use Permits for pop-ups and recurring community events (4 votes)
Red/Green/Blue BBQs Ending with Yountville Night Out to foster connection (4 votes)
Improved Job Site Postings & Information Portals for transparency (4 votes)
The entire organization is committed to moving forward based on this direction and we adopted a new FOCUS mission statement that states: The Town of Yountville is a Forward-thinking agency with an Open-minded workforce that is Committed to Yountville and Unified with the community in delivering Sustainable results. This mission will guide the organization as we work collectively toward meaningful, community-driven outcomes.
This complements our established vision: to maintain a safe and healthy town that respects its history and natural environment while creating an exceptional quality of life for residents providing value through amenities and services and promoting sustainable businesses and economic development.

The Yountville General Plan is a comprehensive planning document that serves as the guiding framework for the Town of Yountville's future development and land use. It outlines the community's vision, goals, and policies, covering aspects such as housing, transportation, open space, and economic development to ensure sustainable growth and a high quality of life for residents.
- The Town of Yountville's Climate Action Plan is a strategic plan that outlines specific measures and initiatives aimed at mitigating and adapting to climate change, emphasizing sustainability practices, reducing greenhouse gas emissions, and fostering environmental resilience within the community. In June 2019, the six jurisdictions in Napa County took action regarding the countywide commitment to address climate change and in 2020 formed the Napa County Climate Action Committee (CAC). The CAC consists of two elected officials from each of the six jurisdictions. The CAC is administered and staffed by Napa County.
The Town of Yountville Parks and Recreation Master Plan is a visionary document outlining strategies and priorities for the development and enhancement of recreational facilities and programming.
